En 2004 les statistiques fédérales avaient indiqué que les résultats aux examens étaient supérieurs dans les écoles publiques que dans les "charter schools ». Les défenseurs de ces dernières avaient alors justifié ces mauvais résultats par l’importance des étudiants issus des minorités dans les « charter schools ». Malgré tout, ces écoles ne semblent pas avoir des étudiants plus désavantagés que dans le système général. C’est dans ce contexte que quatre membres de EPI ont publié « charter school Dust-Up ». Après avoir analysé le système des "charter schools", ce livre suggère d’intégrer dans les statistiques un niveau de difficulté pédagogique par groupe d’étudiants et d’évaluer le gain personnel retiré par les élèves pour permettre ainsi un débat plus objectif.
